On September 21, the State Council Information Office held a press conference. Vice Minister of Transport Li Yang, head of the Department of Transport Services Wang Xiuchun, and Director of the Department of Science and Technology Cen Yanqing were invited to brief the media on China’s sustainable transportation development and answer questions from reporters. A reporter asked: “China is a major logistics power with significant international influence. Over the past few years, the Ministry of Transport has carried out a series of measures to ensure the smooth flow of logistics. Under the current circumstances, what is the status of efforts to maintain the smooth flow of international logistics?”

Wang Xiuchun, head of the Transportation Services Department of the Ministry of Transport, responded by stating that the international logistics supply chain is a crucial guarantee for enhancing the security and stability of industrial and supply chains, promoting high-quality development, and facilitating the establishment of a new development paradigm. Over the past several years, the smooth operation and resilience of the international logistics supply chain have continued to exert significant influence, drawing widespread attention. In accordance with the decisions and deployments of the Party Central Committee and the State Council, the Ministry of Transport has fully leveraged the role of the State Council’s mechanism for ensuring smooth logistics operations, working closely with relevant departments to strengthen top-level design and advance the construction of a modern international logistics supply chain system. We are also focusing on unblocking logistics networks and accelerating the development of the “Two Coasts and Ten Corridors” international logistics corridors; enhancing our capacity to provide logistical support and promoting the development of various international transportation modes; and cultivating modern logistics enterprises with global competitiveness while expanding and extending our international logistics service networks. Currently, China’s international logistics operations continue to show overall positive trends.

First, the growth momentum of foreign trade throughput at ports nationwide has been relatively strong. From January to August, national ports handled 3.34 billion tons of foreign trade cargo, representing a year-on-year increase of 9.7% and a 16.9% increase compared to the same period in 2019.

Second, international air cargo and mail volumes have been steadily growing. As of the end of August, the entire industry operated 252 dedicated freighters, serving 22 countries worldwide. The cumulative volume of cargo and mail handled reached 10.324 million tons, representing a year-on-year increase of 4.9%.

Third, the China-Europe freight train service has remained stable and smooth. As of the end of August, there were 86 operating routes for China-Europe freight trains, connecting 217 cities in 25 European countries. The total number of containers shipped reached 1.262 million TEUs, representing a year-on-year increase of 23%.

Fourth, the cargo-handling capacity of major land ports continues to improve. China has signed intergovernmental international road transport agreements with 21 countries jointly building the Belt and Road Initiative. In August, the cargo volume handled at major land ports—including Alashankou, Horgos, Erenhot, Manzhouli, and Suifenhe—increased by 89.1% year-on-year.

Fifth, the international parcel delivery service network continues to improve. Express delivery companies are accelerating the integration of diverse international logistics resources—covering sea, land, air, and rail—and steadily advancing the construction of international postal routes while enhancing and refining the layout of overseas warehouses and distribution centers.
